What is a MUD?
A municipal utility district (MUD) is a special governmental entity of the State of Texas. Regulated by the Texas Natural Resource Conservation Commission (TNRCC). The MUD's main function is to provide water and wastewater services and maintain drainage facilities within its boundaries. A MUD may collect taxes, charge for services, condemn property, enforce restrictive covenants and make regulations to accomplish its purposes. In response to your inquiry regarding residential homestead tax exemptions, the attorney for the District, Mr. John Kuhl, has asked that I provide the following information. Each overlapping taxing unit in the area makes a determination with respect to the granting of such exemptions. Virtually all such taxing units have adopted some form of homestead exemptions. Harris County Municipal Utility District No. 53 offers a $3000 homestead exemption for disables property owners, or property owners 65 years of age or older. Homeowners may apply for homestead exemptions as applicable through the Harris County Appraisal District. The District has considered granting a more extensive general homestead exemption, but the ratio of residential property to commercial property is too high for any meaningful relief (i.e., since the overwhelming amount of property in the District is residential, imposition of a general homestead exemption simply forces the rate upward, with little change in the dollar amount of taxes being paid). The District is carefully watching possible future growth of commercial property within the District and will continue to consider the possibility if significant commercial development occurs. If you would like further information on the District's tax situation and procedures, please contact the District's Tax Assessor Collector, Mr. Rusty Leared at 713.932.9011. As always, you are invited to attend a District Board of Directors meeting where tax matters are reviewed monthly. The meetings are scheduled on the second Tuesday of each month at 6:30 p.m. in the offices of the District's operator at 367 Queenstown. You may also call MUD-53 Harris County Water District 713.637.8835 ext 205.
